Until recently it was only properties on the mains gas grid who were eligible for Government boiler grants. However, changes to the ECO scheme have encouraged Welsh installers in to now focus on  fitting free boilers in homes that are not connected to a mains gas supply.

Free oil boilers now installed as part of ECO

Recent consultations by ECO planners decided that too many resources were being spent on replacing gas boilers. As a result people who live in rural parts of Wales were at a disadvantage. As more remote areas traditionally have to rely on alternative methods of heating their homes because they are not on the mains gas network.

In Wales, as in the rest of Great Britain, this may include electric storage heaters, solid fuel and LPG heating. However, in Wales is a higher percentage of domestic properties that use oil boilers to fire their central heating than in any other part of the UK.

Do I qualify for a free oil boiler?

The ECO scheme is  for low-income home owners, and private tenants in Wales. To qualify you must claim specific benefits or tax credits.

Landlords can claim a new boiler for more than one property if their tenant qualifies for a grant. However the offer is not open to council or housing association tenants. Local authorities have their own efficiency targets to meet in conjunction with the free boiler scheme.

To take advantage of the offer your existing oil boiler must have a low energy efficiency rating and be more than 7 years old. In addition someone who resides in your property must  claim one of the following –

Qualifying Boilers

  • Boiler must be more than 7 years old
  • Broken or not functioning efficiently

Eligible benefits for the ECO scheme

  • Income Support
  • ESA – Income Related
  • JSA – Income Based
  • Pension Credit -Income Based
  • Tax Credits*
  • Universal Credits*

*If you claim tax credits or universal credits your income must be below a certain amount. The full eligibility criteria can be found at ECO grants.

What is oil heating?

Oil central heating systems work the same as a gas heating system.  It uses an oil-fired boiler to provide hot water for your taps and radiators. The main difference is that you have to get oil delivered to your property and it is stored in a tank. It is then fed from the tank into your regular boiler or combi boiler.

Any replacement boilers installed through the Government grant scheme are condensing boilers. This type of boiler up to 35% more efficient because of their design. It pre-heats cold water from your cold tap before it enters the boiler’s burner.

This means that less energy is used to provide heat and keep your room at a comfortable temperature. Your heating is on for less time so it saves you money and less CO2 emissions are pumped into the environment.

All new oil boilers installed in Wales and the UK must now be condensing because they function at a minimum of 90% efficiency. More information on boiler efficiency ratings can be found at SEDBUK.

Regions Wales that use oil heating

Although many of the larger urban towns in Wales including Cardiff, Swansea and Newport are on the main gas network. Towns and villages in the more  rural areas depend on oil-fired boilers to heat their homes.

Bangor and Holyhead in the North, LLanelli and Pembroke in the South, and Aberystwyth in Mid-Wales and other outlying areas still depend on other forms of heating including oil.

Free Oil Boiler

Free Oil Boiler

If you claim specific benefits or tax credits you may be eligible to get your oil boiler replaced free of charge. In addition to the money you will save by getting a new one fitted for free. A new efficient oil boiler will mean a substantial reduction in heating costs and lower carbon emissions.

Free oil boilers are now being installed as part of ECO

In recent years it was only gas boilers that qualified for Government grants. However changes to the ECO scheme have demanded that installers to now focus on vulnerable households who are not connected to a mains gas supply.

ECO decision makers agreed that too much funding was being concentrated on providing replacement gas boilers. This gave families who live in urban areas an unfair edge over more rural areas. A high proportion of rural properties have LPG or oil boilers as their main heating.

Am I eligible for a free oil boiler grant?

The ECO grant scheme is aimed at for lower income homeowners and private tenants in England, Scotland and Wales. You must claim certain benefits to qualify. Local authorities in the UK have their own carbon reduction targets. Subsequently they are not included in the free boiler scheme.

To get a government grant your existing LPG boiler must have a low efficiency rating (between C and G) and be over 5 years old. Furthermore someone who lives in your home must either claim one of a specific set of benefits, or be on a low income –

  • Income Support
  • ESA – Income Related
  • Income Based JSA
  • Pension Credits -Income Based
  • Tax Credits*
  • Universal Credits*

*If you claim tax credits or universal credits your earnings must be below a certain amount. The full eligibility criteria can be found here – eco grants.

How much will I save?

Modern oil boilers have came on a long way and are now considered to be equally energy efficient to gas boilers. All boilers installed in the UK must be condensing boilers.

This type of boiler is more efficient due to their design. They preheat water before it enters the the burner on route to your taps and radiators. If you replace a boiler which is 65% efficient with a new one which is 90% efficient you will save approximately 25% on your annual heating costs.

By converting to a new type of oil boiler heating system you will also be making a substantial contribution to the environment.

Previously it was only those on the mains gas grid gas who were eligible for Government boiler grants. However, changes to the ECO scheme have encouraged installers in Scotland to now focus on vulnerable households who are not connected to a mains gas supply.

Free LPG boilers are now being installed in Scotland as part of ECO

ECO organisers agreed that too much funding was being concentrated on providing replacement gas boilers. This gave households in urban areas an unfair advantage over rural communities in Scotland. In these areas there is a larger amount of homes that have LPG as their main heating.

Who qualifies for a free LPG boiler?

The ECO grant scheme is designed for low income homeowners, and private tenants in Scotland. You must get specific benefits to be eligible.

Landlords can claim a new boiler for more than one property if their tenant qualifies for a grant. However the offer is not open to council or housing association tenants. Local authorities in the UK have their own carbon emission targets outwith the free boiler scheme.

What is LPG heating?

Liquid Petroleum Gas is used to fuel central heating in areas that are not connected to the gas grid. It is popular because it is a high efficiency fuel which can be used in the same manner as a regular domestic heating system boiler or combi boiler.

The main difference is that the LPG has to be delivered to your property and stored in a storage tank or in cylinders which are connected to an LPG-fired boiler.

Benefits of an LPG boiler

LPG boilers are smaller and more compact than oil boilers. They function quietly and emit 20% less CO2 than their oil counterparts. This provides more flexibility in where they are installed.

Modern condensing LPG boilers are at least 90% efficient. This means it costs you much less to heat your home and your energy bills will be lower.

With a new LPG boiler you will be able to use modern apps and heating controls to control room temperature with a thermostat.

How many homes in Scotland use LPG?

Scotland has a number of homes than any other region of Britain that use LPG Boilers to fire their central heating. This is because there are more remote areas off-gas where alternative energy sources to gas must be used.

Other forms of energy such as solid fuel and oil are popular although there are over 20,000(2%) properties which use LPG boilers.

In Scotland around 0.3 million properties rely on non-gas heating. This is a higher proportion than either England or Wales.

Traditionally these homes are in rural areas and are occupied by people on a lower income.

The Government is currently promoting the drive to improve the Scottish carbon footprint. A large part of this initiative is the replacement of old LPG boilers with new modern condensing LPG heating.

This is proven to reduce CO2 emissions and lower domestic energy bills.
